Library Operations Manager, Syracuse University Libraries

Operations Manager plays a mission-critical role in the Libraries’ coordination of operational matters with the Office of Human Resources. Working in close collaboration the Senior HR Business Partner, this individual will ensure that the Libraries’ are operating in compliance with HR policies and procedures.

The Operations Manager will work with the Office of Human Resources’ Labor Relations team involving matters relating to hiring and discipline of bargaining unit employees, and the HR Talent team for all recruiting and hiring needs, including the coordination a student employment program that hires over 200 students each year.

In addition, this position works with Library departments to optimize the outcomes and results of our strategic initiatives. The Operations Manager will work with all departments to ensure a seamless orientation system that continues through the first few years of an employee’s career. Considered attention to the need for librarians to meet specific criteria for promotion within ranks will be needed and this position works closely with the Library’s mentoring team to ensure that all have the opportunity to progress.

• Bachelor’s degree, in Business or a related field, and a minimum of five years of professional work experience in employee services or an equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
• MLS or equivalent library/information science degree preferred
• Experience in labor relations preferred.

• Knowledge of supervisory principles, methods, and techniques.
• Experience working in a library setting
• Knowledge of training and presenting to adults
• Knowledge of peer review system of promotion/evaluation
• Skill in both written and verbal communication.
• Skill in problem analysis and resolution
• Effective teamwork and interpersonal skills
• Ability to work effectively with all levels of employees
• Ability to perform multiple tasks in a complex operating environment
• Strong organizational skills
• Demonstrates broad latitude for independent judgment and able to maintain confidentiality and appropriately handle sensitive communications with employees
• Experience with Peoplesoft H/R or similar database preferred.
• Certification in human resources management from a recognized certification agency desirable.

Libraries’ Operations
Under the direction of the Libraries Assistant Dean for Administration and Records Management and with the advice and counsel of with the assigned HR Senior Business Partner and other HR professionals:
• Serves as primary liaison with University’s Office of Human Resources
• Ensures accurate information is provided to the Office of HR on FLSA, FMLA, ADA, workers compensation, disability etc.
• Revises internal processes and procedures to reflect alignment with the Office of Human Resource and to improve effectiveness.
• Effectively manages Library office staff in providing support services including the maintenance of files and policies/procedures documentation. Ensures delivery of excellent customer service
• Serves as the Library’s search administrator, working collaboratively with the Office of Human Resources’ Talent Acquisition Team to support the recruitment, screening, hiring, and transfer of exempt, nonexempt, and bargaining unit applicants;
o Prepares PERs for review and approval by HR Compensation.
o Supervises the maintenance of applicant and employee files and ensures that the official records are forwarded to the Office of Human Resources and that duplicative Library files are safeguarded.
• When necessary, coordinates with the Office of Human Resources and HR Shared Services to effectuate other employment transactions, including entering discipline and separation procedures for exempt, non-exempt, and bargaining unit employees. Manages the Library’s performance appraisal processes
• Serve as primary liaison to EOIRS and relays advice and instruction from EOIRS on matters under their purview
